A Message from Director Rick Powers
Welcome to the Department of Code Enforcement. Our Department is the center of the City’s licensing, permitting, and inspection functions. Our staff is committed to providing efficient assistance-oriented service while enforcing the civil code to improve public safety and enhance the quality of life for the citizens of Indianapolis. As the Department provides responsible government oversight of property use/safety and maintenance, environmental, business, event, professional, and construction
industries, we remain focused on public education efforts such as “Know the Code” - continuous involvement and partnerships with neighborhood organizations, businesses, and industries to assist the public in avoiding potential violations. Our leadership team also works diligently with the City’s Office of Corporation Counsel and the Courts on implementing enforcement measures for those who refuse to comply. Through enhanced technology and online services, we continue to work to increase convenience and accessibility for those seeking assistance and doing business with the City of Indianapolis.
If you see something, say something! The Mayor’s Action Center is always willing to send your concerns on to us and you may report violations anonymously. You can track our progress on your request via our online services.

Lobbyist Registration:
Beginning January 1, 2010, lobbyists engaging in executive and legislative branch lobbying with an agency of the City of Indianapolis or Marion County will be required to register as a lobbyist
Pre-permit Plan Review:
Effective, November 1, 2009, a pre-permit plan review is required for all Class 1 Structures (commercial, industrial, and multi-family) prior to receiving a building permit (click here for more information).
