MBE/WBE PROGRAM INFORMATION
A Minority Business Enterprise (MBE) is one which is owned and controlled by at least fifty-one percent (51%) minority member(s). Minority group members are citizens or Permanent Residents of the United States who are Black, Hispanic, Asian Pacific Islanders, American Indians, or Alaskan Natives. A Women Business Enterprise (WBE ) is one that is at least fifty-one percent (51%) owned and controlled by a woman or women who are citizens or Permanent Residents of the United States.
DMWBE will conduct, or cause to be conducted, an on-site review of all MBE or WBE applicants located in the following Indiana counties: Boone, Hamilton, Hancock, Hendricks, Johnson, Madison, Marion, Morgan, and Shelby. That review may be done by appointment or by cold call. Applicants are required to allow this review and any subsequent, reasonable review of their business. Failure to cooperate with reviewers, or refusing to allow the on-site reviews will result in rejection of the application. Applicants located outside the above listed counties should apply for certification to the State of Indiana, Department of Administration.
If located out of the State of Indiana, the applicant must have their home state certifying agency (a recognized governmental agency) contact DMWBD for verification of certification and on-site review. The City of Indianapolis, Department of Minority & Women Business Development, is not required to accept the determination of another certifying agency., and otherwise reserves the right of refusal.
DMWBD policy is to make decisions on applications for certification within 90 days of receiving all required information from the applicant firm. DMWBD may extend this time period once, for no more than an additional 60 days, upon written notice to the firm, explaining fully and specifically the reasons for the extension.
