The Americans with Disabilities Act​ (ADA) was signed into law on July 26, 1990, by President George H.W. Bush. The ADA is one of America's most comprehensive pieces of civil rights legislation that prohibits discrimination and guarantees that people with disabilities have the same opportunities as everyone else to participate in the mainstream of American life -- to enjoy employment opportunities, to purchase goods and services, and to participate in State and local government programs and services. Modeled after the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, religion, sex, or national origin – and Section 504 of the Rehabilitation Act of 1973 -- the ADA is an "equal opportunity" law for people with disabilities. 


The City of Indianapolis promotes inclusion for people with disabilities in regard to its programs, services and activities, including employment. 

The Office of Disability Affairs is located in the City County Building located at 200 East Washington Street, Room 2460, Indianapolis, Indiana 46204. 

The Office of Disability Affairs facilitate​s compliance with the requirements of Title II under the Americans with Disabilities Act (ADA) and maintains a list of local, state and federal resources​ for people with disabilities. The list of resources can be found on the disability resource list​.


The Department of Public Works is dedicated to assuring that no person is excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity which it undertakes in carrying out its mission. DPW has a strict policy of non-discrimination in all of its programs and activities, regardless of whether those programs and activities are federally funded. The city extends its safeguards against discrimination through R.C.  §581-101, which protects persons against the denial of equal opportunities in employment, education, access to land and use of public accommodations, and acquisition​ of real estate based on race, sex, sexual orientation, gender identity, religion, color, national origin, ancestry, age, disability, or United States military service veteran status.



The Office of Disability Affairs has a grievance procedure for attempting to resolve allegations of discrimination relating to program areas, services, operations, facilities or public accommodations of an agency of the City of Indianapolis.   This procedure is completely voluntary and does not serve to prevent a person from pursuing a formal complaint of discrimination with the City’s Office of Equal Opportunity.
