Telecom & Video Services Agency Report

May 19 - June 16, 2008

 

Thank you for this opportunity to highlight some of the things that the Cable Communications Agency has been involved with during the past month.

BUDGET BREP

Our office has been preparing our overall budget for not only 2009 but this budget will apply to years 2010 through 2011.  We have been attending CFO meetings with the City Controller and his staff to get direction with respect to this budget.  Additionally, we have turned in our mission statement and narrative as required by their office.  Essentially, the Controller’s Office asks that all departments other than Public Safety, reduce their budgets by the 5% reductions required for this year.  We will take up the budget with you later under New Business.

BRIGHT HOUSE FRANCHISE FEE REVIEW

With respect to the Bright House audit review period of 2004-2006, City legal has been in discussion with Bright House’s corporate counsel as they continue to vet through some of the issues that are still in contention. After speaking with Mr. Harrison, our plan is to have the City’s auditor speak directly Bright House counsel on the unresolved matters. Once we get these issues resolved and the City receives payment, the City will engage Bright House for the 2007 review period.

AT&T PEG ISSUES

AT&T did respond back to us on the closed captioning matter saying that their platform does not have the ability to provide that service. They would be willing to offer open captioning which would provide text 24/7 for all viewers of our programming but we have discussed this and find that would not be a very viable option given that the text is up permanently versus for just the hearing impaired.  AT&T indicated that they make be looking at solutions for closed captioning down the road and we are taking that under advisement.

SUPER BOWL BID VIDEO

The Telecom & Video Services Agency inquired and received permission to air and make available to our constituents the Super Bowl Bid Video. The program was produced and provided to us by the good folks at Innovative Video. The program is also available on our website to view at www.indygov.org/tvsa.  One of our agency goals is to acquire and create more opportunities to promote economic development with the resources we have and with that, we met last Wednesday with Councilor Jeff Cardwell to further that endeavor.

MEDIATING CABLE COMPLAINTS

The Telecom & Video Services Agency has been serving as a consumer advocate to Indianapolis and Marion County video subscribers in assisting them in mediating complaints on their behalf.
