Telecom & Video Services Agency Report

Thank you for this opportunity to highlight some of the things that the Telecom & Video Services Agency has been involved with recently.

ETC SERVER

The various parliamentary parties have approved unanimously the funding for the new server for ETC.  ETC has put out an RFP for competitive bids with respect to the server which will replace a system that no longer replaces parts.

OUCC MEETING

Indianapolis , Ft. Wayne , Carmel and Bloomington telecom and TV access representatives recently met with the Office of the Utility Consumer Counselor (OUCC).  Our hope was to get some guidance from them with respect to non-compliance matters with the State Video Franchise law. In summary, the OUCC said that we would need to have counsel file complaints of non-compliance with the IURC. They also suggested that since we, as a group of municipalities, have common goals, that we may want to petition together, which is something we tried before at OCC’s request with no success. The Consumer Counselor said if a petition was filed with the IURC, they would review the petition and make a decision whether to intervene in it or not.

YMCA/INDIANAPOLIS VIRTUAL CITY HALL

The YMCA approached our office with respect to producing an evergreen video to promote their organization.  In speaking with Alan Dhayer from our staff, Channel 16 has a history of producing videos for the ‘Y’ and promoting them.  So it sounds like it would be updating or refreshing from an earlier time to fit their needs now.  We shared with you at our last meeting that we had met with Logo Indiana and Information Services Agency (ISA) to discuss a long held goal of ours to promote the virtual City Hall. Logo and ISA created a script that looks good and we appear ready to move forward on this initiative.

BRIGHTHOUSE COMPLAINT

Andrea Brandes of OCC and our office have been in discussion regarding the City’s franchise fee and public service drop compliant with Bright House Networks. There may be a hearing on this come January 2010.
