The City of Indianapolis has received an EPA grant to fund Phase I and Phase II environmental assessments in and near the Mass Ave Brookside Industrial Corridor in 2016. This testing is recommended and often required before purchasing a commercial or industrial property. This funding assistance may be available individuals and companies planning to buy or sell properties in this area to help expedite and prioritize the redevelopment of brownfield sites.
A public meeting will be held January 25, 2016 from 6:00 - 7:00 pm at Martin University in the Gathertorium located in the Main Building (2171 Avondale Place). Respresentatives from the City's Department of Metropolitan Development and the firms that will complete the testing will be present to explain the grant and answer any questions you may have.

Fiscal Year 2013-2016 Awarded Area-Wide Planning Grant
The Brownfields Area-Wide Planning Program is designed to help communities confront local environmental and public health challenges related to brownfields, and benefit underserved or economically disadvantaged communities. Through a brownfields area-wide planning approach, the community identifies a specific project area that is affected by a single large or multiple brownfields, then works with residents and other stakeholders to develop reuse plans for catalyst, high-priority brownfield sites and their surrounding area. As the brownfields area-wide plans are implemented by the communities, and properties within the area affected by brownfields are cleaned up and reused, it is anticipated there will be positive environmental outcomes related to public health, air and water quality. The focus area selected for the City’s 2013 Area-Wide Planning Grant is a group of brownfield properties located in the heart of the Northwest Area centered on a 19-acre industrial site formerly used for the purpose of heater and air conditioner manufacturing and chemical storage.

Fiscal Year 2013-2016 Awarded Northwest AreCommunity-Wide Area Assessment Grant
The $400,000 Brownfields Community-Wide Assessment Grant will be used to assess the threat of hazardous substances, petroleum, and other contaminants by performing Phase I and Phase II Environmental Site Assessments on contaminated properties in the Northwest Area. The City expects to fund the creation of a community-level Health Impact Assessment and the environmental assessment of 24 individual brownfield sites, resulting in cleanup, redevelopment, improved environmental quality, and the creation of new jobs at and around the sites. As a result, property owners, including the City, will be able to address environmental issues at brownfield properties and return them to productive use. Fiscal Year 2013-2016 Awarded Revolving Loan Fund Grant
The $1,000,000 Brownfields Revolving Loan Fund Grant will be used by the Brownfield Redevelopment Program to issue loans to address and reduce the threat of hazardous substances, petroleum, and other contaminants by remediating and rehabilitating contaminated brownfield sites, resulting in cleanup, redevelopment, improved environmental quality, and the creation of new jobs at and around the sites. As repayments are made under the initial loans, the funds will be revolved, enabling the Brownfield Program to provide financial assistance through additional loans to other borrowers throughout Indianapolis to address environmental issues at other brownfield properties and return them to productive use.
