Office of Minority & Women Business Development


The City of Indianapolis is a place where entrepreneurs can look forward to great opportunities and a diverse economic climate. At the Office of Minority & Women Business Development, we strive to make those opportunities available to all business owners through certification, education, and outreach. Thanks to the work of this Office you can expect equal access to contract opportunities from the City, County, and even privately-funded projects in Central Indiana.

These requirements apply to vendors looking to be certified as an MBE, WBE, VBE or DOBE:

  • Must be headquartered in the state of Indiana​ 
  • Must be at least 51% owned by (Minority, Women, Veteran, or a person with a Disability)
  • All qualifying members must be citizens or permanent residents of the United States 
  • Must be an established business and registered with the Purchasing Divison​, before submitting a certification application
  • A for-profit organization 
  • Able to meet certification standards as outlined in 49 CFR Part 26

  • The current City utilization goals are: 15% Minority, 8% Women, 3% Veterans and 1% Disabled Owned Business Enterprise 
  • Certification is good for (3) three years and must be renewed with the Office of Minority & Women Business Development. Each year on the anniversary date of certification, firms must submit a Statement of Change or No Change to the our office.​
