Use Attainability Analysis

 

The City of Indianapolis is implementing a $1.7 billion (in 2004 dollars) plan, which will reduce sewer overflows from 45-80 times in a typical year to two to four times in a typical year. Even after the plan is fully implemented, some overflows will still occur during the largest storms, creating infrequent, limited periods when high stream flows and pollution levels will make waterways unsuitable for swimming and other full-body recreational use.

In 2005, the Indiana General Assembly created a wet weather limited use designation available to communities with approved long-term plans for controlling combined sewer overflows (CSOs). Through a Use Attainability Analysis, the city is asking the Indiana Water Pollution Control Board to refine the designated recreational use for affected waterways to a CSO Wet Weather Limited Use Subcategory. The new use subcategory would only apply during large storm events that cause sewer overflows. The affected stream reaches are:

  • White River, from 56th Street on the Indianapolis northside to State Road 157 near Worthington; 
  • Fall Creek, from Keystone Avenue to the White River;
  • Little Eagle Creek from Michigan Street to the confluence with Big Eagle Creek, and Big Eagle Creek from the confluence with Little Eagle Creek to the White River;
  • Pogues Run, from 21st Street to the White River;
  • Pleasant Run, from Kitley Avenue to the White River;
  • Bean Creek, from Interstate 65 to Pleasant Run.
