Septic Tank Elimination Program

To address health hazards in our neighborhoods, the city is actively working to convert many neighborhoods on septic systems to the city's sanitary sewer system.


More than 27,000 homes in Marion County are served by private septic systems. Since 2006, more than 2,000 high-priority homes have been converted to city sewers, under the Septic Tank Elimination Program (STEP). The city plans to bring sewers to an additional 7,000 homes between 2009-2013.

THE COSTS

In Fall 2005, the city stopped using the state's Barrett Law for septic conversion projects. While property owners remain responsible for sewer connection costs to their property, the city's STEP policy will reduce the costs to connect to the sewer by approximately 50 percent from the costs that would have been charged under the Barrett Law.

THE BENEFITS

The benefits to STEP are far reaching:

  • Improved property values when homes on failed or failing septic systems connect to the city sewer
