106th Street bridge demolition nearing completion;
Walsh starting construction of two new bridges
Walsh Construction Company plans to complete demolition of the 106th Street Bridge over Interstate 69 on Monday night.  Work will require closing three right lanes of southbound I-69 and three left lanes of northbound I-69 between 10 p.m. and 6 a.m.
Crews will then begin construction of two new bridges over I-69 by driving steel piles to provide foundational support for the new bridges' abutments and center piers.  People in the area may hear recurring loud impact noises as the pile driving equipment pounds the long beams deep into the ground.
The speed limit near the construction zone at mile marker 204 is reduced to 55 mph and may be reduced further to 45 mph when workers are present.  Motorists are advised to pay attention to work zone warning signs and follow posted speed limits.  For more information about safe driving in highway construction zones, go to http://www.in.gov/indot/2356.htm.

About the project

INDOT awarded a $21.7 million contract to Walsh Construction Company to build a two-lane, oval-shaped roundabout on 106th Street over I-69 and ramps to and from both directions of the interstate.  Two separate two-lane bridges will each carry one direction of traffic. The bridge to carry westbound traffic on the north side of 106th Street is also designed to accommodate pedestrians.
The project is intended to reduce congestion at existing I-69 interchanges at 96th and 116th streets, increase traffic safety in the area and provide direct interstate access at 106th Street.  Direct access will serve existing residential and commercial destinations and accommodate development and population growth in the area.
Access on 106th Street over I-69 will remain closed during construction of the new interchange.  The new I-69 Exit 204 to 106th Street is scheduled to open before the end of this year.  For more information about the 106th Street interchange project, go to http://www.in.gov/indot/3399.htm..

Campus/Southeastern Parkway Exit 210

Milestone is mobilizing cranes and other equipment at the Campus/Southeastern Parkway interchange, setting temporary concrete barrier along I-69 and driving piles for widening the bridge over I-69.  Steel piles are being driven into the ground to provide foundational support for the widened abutments and center pier.  People in the area may hear recurring loud impact noises as the pile driving equipment pounds the beams into the ground.
Exit 210 traffic is scheduled to be shifted for construction beginning after Independence Day (July 4).  The first phase of construction will begin building the new ramps and will prepare for shifting traffic into a double-crossover diamond configuration, which is intended to improve traffic flow during widening of the bridge deck and construction of the permanent interchange.

Governor Pence Joins INDOT and State and Local Officials to Kick Off Construction on $92 Million in I-69 Improvements

Major Moves 2020 Project to Widen 15 Miles, Redesign Exit 210

Indianapolis – Governor Mike Pence today joined Senator Jim Merritt and local leaders from Fishers, Noblesville and Pendleton to officially kick off construction on a $92 million project to modernize Interstate 69 in Hamilton and Madison counties.
“Here in the Crossroads of America, we know that roads mean jobs,” said Governor Pence. “Along this section of I-69, we’ve seen tremendous economic development and it is vital that we modernize this portion of the highway to ensure continued economic growth. My administration has invested nearly $3 billion in roads and bridges across Indiana since I became governor, and I firmly believe that by continuing to invest in infrastructure, we can make Indiana the best place in America to start a business, grow a business and create jobs.”
The project, as part of the Governor’s Major Moves 2020 program, will widen 15 miles of Interstate 69 from State Road 37 in Fishers to State Road 38 in Pendleton. Also, the project will reconfigure I-69 Exit 210 at Campus/Southeastern Parkway into a double-crossover diamond.
Most highway maintenance activities and construction projects will halt work and pull back barriers and barricades to the safest extent possible for holiday weekend travel. Following Independence Day, Milestone Contractors will shift traffic to begin widening I-69 and build new ramps at Exit 210.
Governor’s Pence’s Major Moves 2020 program is widening and rehabilitating more than 40 miles of I-65 and I-69 in Indiana. This includes:
  • I-65 between from State Road 44 near Franklin to the Johnson/Marion county line,
  • I-65 from State Road 38 to State Road 26 near Lafayette in Tippecanoe County, and
  • I-65 between Sellersburg and Memphis in Clark County.
In December, I-65 south of U.S. 30 in Merrillville was added to the Major Moves 2020 program.
Four design-build teams are currently developing proposals to widen and modernize as much of I-65 as the $70 million project budget allows.

Southbound paving begins on I-69 Major Moves 2020

Plan for overnight lane closures between 9 p.m. and 6 a.m.

Interstate 69 patching & paving

Milestone Contractors plans to begin tonight paving an asphalt overlay on southbound I-69 south of Campus/Southeastern Parkway (Exit 210) to State Road 37 (Exit 205).
Crews will also continue patching existing northbound pavement north of Exit 210.  The patching operation will continue north over the next several weeks to the end of the project limits, which is just past State Road 38 (Exit 219), before returning southbound on I-69 back to Exit 210.
Milestone is repairing pavement on about 15 miles of interstate before paving a new asphalt overlay on existing lanes.  Motorists may temporarily experience rough pavement after sections are patched and before sections are paved.
Weather permitting, patching and paving operations require alternating lane closures six nights a week on Monday through Saturday nights from 9 p.m. to 6 a.m.  One lane of I-69 will remain open at all times, and two lanes will remain open during peak daytime travel times.
The speed limit on I-69 through the work zone is reduced to 60 mph and further reduced to 50 mph when workers are present.  Motorists should also be alert for trucks entering and exiting the highway through the construction zone.
After pavement is repaired and resurfaced, crews will start work to rehabilitate interstate bridges and build the additional travel lane.  Beginning soon after Independence Day (July 4), northbound and southbound I-69 traffic lanes between Exit 205 and Exit 210 will be shifted toward the outside shoulders to set temporary concrete barriers and begin construction of an additional travel lane in the median.

About the project

INDOT and the Indiana Finance Authority (IFA) selected a $92 million proposal from Milestone Contractors and United Consulting to add a travel lane and rehabilitate 15 miles of I-69 in Hamilton and Madison counties as part of Indiana’s Major Moves 2020 program.  The project will:
  • Resurface 15 miles of existing interstate pavement;
  • Rehabilitate existing interstate bridges and drainage structures;
  • Add a third travel lane to the interstate median in each direction from State Road 37 (Exit 205) in Fishers to north of State Road 38 (Exit 214) in Pendleton;
  • Add a southbound lane to the right outside shoulder between the 116th Street entrance ramp and the future 106th Street exit ramp, which is currently under construction;
  • Reconfigure the Campus Parkway interchange (Exit 210) into a double crossover diamond design to improve traffic flow;
  • Widen the Campus Parkway bridge over I-69;
  • Rebuild and lower the State Road 13 (Exit 214) pavement under I-69;
  • Rehabilitate the Brooks School Road and Madison County Road 650W bridges over I-69
Details about the project can be found at http://www.in.gov/indot/3440.htm.  Construction is anticipated to be complete by the end of 2017.  Updates about construction schedules will be announced as work progresses.

Campus/Southeastern Parkway Exit 210

Construction of the new interchange configuration is scheduled to begin tonight as Milestone Contractors will narrow traffic lanes to 11 feet wide, set temporary concrete barrier along the bridge over Interstate 69, and begin earthwork for the new interchange ramps.
Drivers may experience temporary traffic restrictions and short-term delays as crews paint new markings for the narrowed lanes and set concrete barriers between 9 p.m. and 6 a.m. on Tuesday and Wednesday nights.
Motorists will notice an increase in construction activity at the interchange and should be alert for workers in the area and trucks entering and exiting the roadway.
The first phase of interchange construction will widen the bridge over I-69 and begin building the new ramps.  Later this summer, traffic will be shifted into a double-crossover diamond configuration, which is intended to improve traffic flow during construction of the permanent interchange improvements.
For more information about construction at the interchange, go to http://www.in.gov/indot/3441.htm
.     $4.6 million project will modernize downtown I-65 bridges
Drivers should plan for overnight interstate closures

The Indiana Department of Transportation (INDOT) has awarded a $4.6 million contract to Proshot Concrete for maintenance and modernization of the Interstate 65 bridges spanning the north side of downtown Indianapolis from Senate Avenue to Alabama Street.
Work is underway underneath the bridges, including patching concrete, painting steel and wrapping bridge piers with a fiber-reinforced plastic to protect and strengthen the structure.
Construction on the bridge decks above will significantly affect overnight traffic beginning in late September.  Specific dates and traffic closures will be announced in the near future.
During a maximum of 20 overnight closures, crews will seal joints between each bridge span to prevent moisture from penetrating and deteriorating the structures' concrete and steel.  Concrete pavement will also be repaired during the overnight closures.

Northbound I-65 closures

Work on northbound I-65 will CLOSE ALL LANES during weeknights between 9 p.m. and 6 a.m.  The Exit 113 ramps to and from Pennsylvania and Meridian Streets will remain open while northbound I-65 is closed.  Advanced warning signs will direct through traffic - including large trucks - to take I-465 around Indianapolis.
During the overnight closures:
  • The northbound I-65 Exit 114 ramp to Dr. Martin Luther King, Jr. Street/West Street will close temporarily, and
  • The Pine Street entrance ramp to northbound I-65 will close temporarily.
After northbound interstate work is complete, night crews will close the northbound I-65 Exit 113 ramps to and from Meridian and Pennsylvania streets to perform work on the ramps.

Southbound I-65 closures

Work on southbound I-65 will CLOSE ALL BUT ONE LANE during weeknights between 9 p.m. and 6 a.m. One lane of southbound I-65 and the southbound I-65 Exit 113 ramps to and from Meridian Street will remain open during southbound I-65 construction.  Advanced warning signs will direct through traffic - including large trucks - to take I-465 around Indianapolis.
During the overnight lane closures, the Dr. Martin Luther King, Jr. Street/West Street entrance ramp to southbound I-65 will close.
After southbound interstate work is complete, night crews will close the southbound I-65 Exit 113 ramps to and from Meridian Street to perform work on the ramps.

Watch for Deer on Indiana’s Roadways
Tips for avoiding deer-vehicle crashes

The Indiana Department of Transportation, the Indiana State Police and the Indiana Department of Natural Resources remind drivers to stay alert as deer become more active in fall months on Indiana’s roadways.
Nearly 50 percent of all vehicle crashes involving deer occur between October and December.  Deer are generally more active during mating season in late October into early November. And with many farmers harvesting crops, deer could be on the move at any time, encountering roads more frequently and increasing the potential for collisions.
Across the state in 2015, there were more than 15,000 deer-related collisions, including vehicles crashing attempting to avoid striking a deer.
With the increased number of deer heading toward the roadways, deer-vehicle crashes will happen, but drivers can take measures to keep collisions to a minimum. Knowing when deer are most active and practicing defensive driving will help reduce your chances of becoming a statistic:
  • Deer are most active between sunset and sunrise, especially in rural areas.
  • Deer often travel in groups. If you see one, others are likely nearby. Stay alert!
  • Pay special attention in areas where you have seen deer before and in areas near “Deer Crossing” warning signs.
  • Exercise caution along woodlot edges, at hills and blind turns.
  • Use high-beam headlights at night when there is no opposing traffic.
  • Scan for illuminated eyes and dark silhouettes near the side of or on the roadway.
  • If you see a deer, slow your speed drastically, even if the deer is far away.
  • NEVER swerve to avoid hitting a deer. More serious crashes occur when drivers try to miss a deer but hit something else.
  • Buckle up!
Studies have shown that novelties like deer whistles are ineffective in deterring deer. The best way to avoid an accident is to be alert.
Even when practicing safe driving, sometimes hitting a deer is inevitable. If a driver hits a deer, it is important to remain calm and do not touch the deer or approach it. Wounded deer are unpredictable and can be dangerous.  Drivers should pull off the road, remain in the vehicle and make sure everyone is safe.  Motorists involved in a collision are required to call the police and report a crash with at least $1,000 in property damage or if someone is injured.
To report a deer carcass on an interstate, U.S. highway or state road, contact one of INDOT’s six districts to report it. Find INDOT district contact information at http://indot.in.gov.

$19.6M Project Rebuilding Six Bridges on I-65

Drivers should prepare for future 150-day ramp closures

The Indiana Department of Transportation (INDOT) has awarded a $19.6 million contract to Superior Construction to rebuild six Interstate 65 bridges over I-465 and Lick Creek on the south side of Indianapolis. Work on the bridges, which were originally built in 1963, is anticipated to begin in March.
Temporary pavement will be placed on I-65 to allow space to shift traffic lanes in both directions to maximize safety and mobility during construction. Multiple traffic lane shifts and temporary median crossovers will be required to complete the project in phases.
Northbound I-65 will have three lanes and southbound I-65 will have two lanes during construction.  Both directions of traffic will be temporarily shifted to share one side of the interstate, with opposing directions of traffic separated by temporary concrete barriers.

The eastbound I-465 loop ramp to northbound I-65, the southbound I-65 ramp to eastbound I-465, and the northbound I-65 ramp to westbound I-465 will each be closed for up to 150 days. Signed detours will direct southbound traffic to Southport Road (Exit 103) and northbound traffic to Raymond Street (Exit 109) to use those interchange ramps to return and access I-465 from the opposite direction.
The I-65 and I-465 speed limits will be reduced to 55 mph through the work zone and further reduced to 45 mph when workers are present and lights are flashing. The shoulders of eastbound and westbound I-465 will be closed under the I-65 bridges. Additional interstate lane closures will be scheduled during off-peak overnights and weekends.
Bridge construction is expected to be substantially complete, with all lanes and ramps open to traffic, before the end of this year.

Final Demolition and Rebuilding of Rockville Road Bridge Begins

Rieth-Riley Construction plans to resume final demolition and rebuilding of part of the U.S. 36 / Rockville Road bridge over northbound Interstate 465 starting on Monday, Jan. 30.

What to expect ahead
Crews will install construction zone signs and begin selectively removing concrete and steel at the east end bridge abutment to prepare the site for new beams and reconstruction of the bridge deck. This work will be done from the eastbound Rockville Road loop ramp to northbound I-465, which remains closed. No traffic restrictions on I-465 are expected during this part of the project.
In the upcoming weeks, similar removals will be performed at the median pier. This work will install temporary concrete barriers to close the shoulders of I-465. One left lane of northbound and southbound I-465 will be closed during overnight hours.
Some remaining portions of the bridge deck over northbound I-465 will also be removed before rebuilding can begin. This will require some overnight multiple-lane closures on both directions of I-465 in the weeks ahead. Specific dates and times of lane closures will be announced in advance.
About the project
The U.S. 36 / Rockville Road bridge over I-465 was rebuilt in 2009 as part of the Accelerate 465 corridor project. The existing bridge plans are being used to quickly reproduce replacement beams. Four beams, each weighing about 70 tons and measuring 125 feet long, have been ordered. The manufacturer is working to fill the order as quickly as possible. Current estimates for beam production and delivery are about six to eight weeks. More accurate estimates for project completion can be given as work progresses.
INDOT is using an existing bridge maintenance and repair contract with Rieth-Riley to begin construction and complete the emergency repairs as soon as possible. The on-call, or job-order, contract is designed for high-priority bridge repairs that are beyond what can typically be performed by INDOT’s in-house maintenance crews. The pilot program was launched in early 2016 and is intended to reduce project delivery time and costs.
It is INDOT’s practice to seek reimbursement on behalf of taxpayers for damages to state property. The damages to the Rockville Road bridge are much more extensive than a typical INDOT claim. On claims of this size, INDOT’s practice is not to estimate but rather invoice based on actual expenses. This process will take time as INDOT captures and documents all costs associated with the crash and repairs.
About the bridge damage
At about 8 a.m. on Jan. 10, a mobile car crusher on northbound I-465 crashed into the Rockville Road bridge and destroyed four of about 14 load-bearing girders.
After closing the interstate and the overpass to secure the location and assess damage, INDOT engineers determined the damaged girders would be removed.  Demolition contractors mobilized immediately, working through the night to complete removal of the damaged beams and reopen the interstate at about 12:30 p.m. the next day, Jan. 11.
One lane of eastbound traffic on Rockville Road is shifted across the median to share the undamaged westbound side of the bridge until reconstruction is complete. The eastbound Rockville Road loop ramp to northbound I-465 remains closed until the project is complete.

$3.4M Project to Rebuild Lynhurst Drive Bridge Over I-70

The Indiana Department of Transportation (INDOT) has awarded a $3.4 million contract to HIS Constructors to rebuild the South Lynhurst Drive bridge over Interstate 70 on Indianapolis' southwest side.
Work is scheduled to begin in April and finish this fall. Lynhurst Drive will remain open to one lane in each direction throughout the project. During phases of construction, both directions of traffic will first be shifted to the outside lanes and then shifted to share one half of the bridge as the bridge is rebuilt one half at a time. Some left turns to and from Lynhurst Drive may be prohibited through the construction zone. Access to all destinations will remain available.
Both the inside and outside shoulders of eastbound and westbound I-70 will be closed under the bridge during construction. Some overnight lane closures on I-70 will be required during specific operations, such as demolition of the existing bridge deck and installation of the new bridge beams. Specific dates and times of traffic restrictions will be announced.
The existing bridge was built in 1967 and carries an average of about 15,000 vehicles per day.

$1.4M project will build new lanes at I-465 and

U.S. 421 / Michigan Road interchange

The Indiana Department of Transportation (INDOT) has awarded a $1.4 million contract to Milestone Contractors for the construction of additional lanes at the Interstate 465 and U.S. 421/Michigan Road interchange on the north side of Indianapolis.
The project seeks to increase capacity and improve traffic flow at the interchange by:
  • Lengthening the existing northbound Michigan Rd. right-turn lane to eastbound I-465,
  • Adding a second left-turn lane on southbound U.S. 421 to eastbound I-465,
  • Adding a third left-turn lane on the eastbound I-465 exit ramp to northbound U.S. 421
All interchange ramps will remain open during the project. Some lanes at the interchange will be temporarily narrowed and shifted to maintain traffic and provide space for construction.
Specific start dates and traffic restrictions will be announced before work begins. Construction is anticipated to begin this spring and be complete by November.

Rockville Road Bridge Beams to be Installed Next Week
One lane of I-465 North open overnight with rolling slowdowns

Replacement U.S. 36/Rockville Road bridge beams are scheduled for delivery and installation early next week over I-465 on the west side of Indianapolis. Design plans from the 2009 construction of the bridge were used to quickly reproduce the four steel-reinforced, concrete girders damaged on Jan. 10.
Installation may take up to two nights to complete. One lane of I-465 may be closed in each direction starting on or after 7 p.m. on Monday, Feb. 27, depending upon weather and other factors. I-465 northbound may be reduced further to one lane after 8 p.m. each night.
Law enforcement will assist contractors with brief rolling closures while a large crane hoists the beams, each weighing about 70 tons and measuring 125 feet long. All I-465 travel lanes will be reopened before rush-hour traffic each morning.
Once all four are installed, crews must seal the beams, and install concrete forms and working platforms, before new concrete decking and railings may be poured. More accurate timelines for project completion will be provided as work progresses.

Night lane closures continue for demolition
Crews continue to selectively remove concrete and steel from the Rockville Road bridge to prepare it for new beams and partial reconstruction of the bridge deck.
Starting at 7 p.m. each night as weather and construction allow, crews will close two lanes of I-465 northbound and the far left lane of I-465 southbound. I-465 northbound may be reduced further to one lane starting each night at 10 p.m. All I-465 travel lanes will be reopened before rush-hour traffic each morning with temporary concrete barriers continuing to close the shoulders of I-465 near the bridge.
About the bridge damage and repairs
At about 8 a.m. on Jan. 10, a mobile car crusher crashed into the Rockville Road bridge and destroyed four of about 14 load-bearing girders over I-465 northbound.
Rockville Road eastbound is reduced to one lane and shifted across the median to share the undamaged westbound side of the bridge until repairs are completed. The eastbound Rockville Road loop ramp to northbound I-465 also remains closed.
The Indiana Department of Transportation has been using an existing bridge maintenance and repair contract with Rieth-Riley Construction to remove bridge damage and complete repairs as soon as possible. The on-call, or job-order, contract is designed for high-priority bridge repairs that are beyond what INDOT can typically perform in house. The pilot program was launched in early 2016 and is intended to reduce project delivery time and costs.
INDOT is capturing and documenting all costs associated with the crash and repairs for reimbursement. Reimbursement will take additional time as the damage to the Rockville Road bridge is more extensive than a typical INDOT claim.

Tips for driving safelywork zone
  • Stay alert and minimize distractions: Don’t text, talk or adjust controls.
  • Expect the unexpected: Normal speed limits may be reduced, traffic lanes may be changed, and workers may be nearby.
  • Slow down: Speeding is the major cause of work zone crashes.
  • Don’t tailgate: The most common work zone crash is the rear-end collision.
  • Pay attention to signs: Warning signs help keep you and other drivers safe.
  • Schedule enough time to drive safely: Expect delays and leave early.
