 NEW OR UPDATED RESTRICTIONS
(INDOT Projects )

The following restrictions are current or upcoming for the Indianapolis metropolitan region. Many restrictions listed below are dependent upon favorable weather conditions.

U.S. 40 Opens to Unrestricted Traffic Before Busy Holiday Rush
Rebuilding from Memorial Park Cemetery to Washington Square Mall starts in Spring 2009

INDIANAPOLIS, Ind. – At about 8 p.m. last night, Indiana Department of Transportation (INDOT) contractors opened all new lanes of U.S. 40/East Washington Street to unrestricted traffic between Franklin Road and Memorial Park Cemetery. Drivers can expect three through lanes in each direction as well as new or extended turn lanes. In an effort to accommodate increased traffic due to holiday shopping, INDOT crews have made efforts to maximize access for businesses along U.S. 40.

Since April, INDOT contractors have been improving and rebuilding East Washington Street from Franklin Road to Memorial Park Cemetery.  INDOT plans to continue widening U.S. 40 on the city's eastside as part of a $20.8 million Major Moves project, finishing in 2010. East Washington Street is being rebuilt in phases to include three through lanes in each direction with new sidewalks and storm sewers. The final phase of the project, rebuilding from Memorial Park Cemetery to Washington Square Mall, starts in spring of 2009 and is followed by landscaping and finishing work.

The Major Moves project is designed to improve safety along East Washington Street by modernizing signs and signals, installing new turn lanes and extending existing turn lanes. INDOT maintains all of Washington Street, also known as the Old National Road, outside the I-465 loop.

Gov. Mitch Daniels' Major Moves highway program capitalizes on Indiana's strategic location at the Crossroads of America by building a superior road infrastructure. When Major Moves is complete in 2015, nearly $12 billion in critical highway projects will have been built. This innovative plan brings jobs to the Hoosier State and leaves a legacy for Indiana to be a global leader in distribution and logistics.

INDOT Advises Motorists:  Ice and Snow, Take it Slow
November 16-22 is Winter Weather Preparedness Week

GREENFIELD, IN—It's official!  Now is the time to get ready for winter driving: Governor Mitch Daniels has declared November 16-22 Indiana Winter Weather Preparedness Week.

"We take this occasion to urge motorists to check tires, brakes, belts and hoses," says Brandye Hendrickson, deputy commissioner of the Indiana Department of Transportation Greenfield District.   She adds, "It's a good idea to put blankets, packaged foods and water –some sort of winter survival kit—in your vehicle just in case."

INDOT is advising the motoring public to take time during the week to prepare vehicles for driving in snow and ice conditions and to brush up on winter driving strategies.   Those strategies include monitoring weather and driving conditions, and leaving in plenty of time.  Before departing, motorists should clear windows, lights, brake lights and signals of snow—and know that the vehicle is in good operating condition.   In a phrase, INDOT reminds drivers:  Ice & Snow…Take It Slow.

Hendrickson adds, "…or just don't go."

Of special concern to INDOT is safety around snowplows.  Drivers are cautioned to give plow trucks plenty of room to operate.  Transportation officials warn:  slow down, don't tailgate, pass only with extreme caution.  A snowplow driver's field of vision is restricted.  The driver may not see you.  So keep your distance—and watch for sudden stops or turns.

Winter storms can be extremely dangerous.  According to the National Weather Service, 11 of 17 winter weather related deaths occur in motor vehicles.  Most of those deaths could have been prevented were travelers aware of road conditions and prepared for the worst.

I-465 Northbound Ramp to Rockville Road Closes Friday

New I-465 southbound entrance ramp to open in next few days

INDIANAPOLIS – Before the afternoon rush hour on Friday, November 14, Indiana Department of Transportation (INDOT) contractors are closing the I-465 northbound ramp to Rockville Road for extensive paving and reconstruction. The ramp is scheduled to reopen after Christmas.

State contractors anticipate opening the new I-465 southbound exit to Rockville Road within the next few days. The detour for both ramp closures directs traffic over Lynhurst Drive to nearby interchanges at West 10th Street and U.S. 40/Washington Street.

Starting next week, INDOT contractors also plan to install new concrete beams for the south half of the Rockville Road bridge over I-465. Overnight lane closures on I-465 allow large cranes to place the beams. Drivers may encounter 20 minute traffic stoppages when work is taking place directly over open lanes of traffic.

As one of the first segments of I-465 ever built, the eleven miles of interstate between West 56th Street and S.R. 67/Kentucky Avenue cannot handle existing traffic volumes at peak periods. Accelerate 465 is a Major Moves project that will add lanes to I-465 and reconfigure interchanges to promote the free-flow movement of traffic. This project also includes pedestrian crossings, noise barriers and other infrastructure improvements that will benefit nearby residents.

Gov. Mitch Daniels' Major Moves highway program capitalizes on Indiana's strategic location at the Crossroads of America by building a superior road infrastructure. When Major Moves is complete in 2015, nearly $12 billion in critical highway projects will have been built. This innovative plan will bring jobs to the Hoosier State and leave a legacy for Indiana to be a global leader in distribution and logistics.

MARKET STREET "SKI RAMP" DEMOLITION BEGINS

INDIANAPOLIS – Demolition is about to begin on downtown's interstate entrance ramp known locally as the "Ski Ramp." On Monday morning, November 10, crews will begin demolition work on the Market Street entrance ramp to southbound I-65/70. The ramp was permanently closed on October 31. The demolition of this ramp is part of Project Open Market.

The ramp will be disassembled over time, with the complete demolition estimated at a couple months. Crews will begin their work by sawing the ramp's deck (the driving surface) into pieces, lifting out those pieces and hauling away the underneath beams.

E-MAIL TRAFFIC ALERTS

Traffic changes are expected as work on Project Open Market progresses. DPW encourages residents and motorists to sign up for e-mail traffic alerts at www.indygov.org/dpw/openmarket.

PROJECT OPEN MARKET

Project Open Market is a city initiative to spur investment and create economic opportunity on the Near-Eastside by removing the Market Street I-65/70 interstate ramp and building a new interchange along East Washington Street. The project, financed mostly through federal grant dollars, will open up Market Street for new business opportunities and create a more pedestrian-friendly corridor that will better connect the Near-Eastside to downtown Indianapolis.
