As of August 26, 2011 Citizens Energy Group will assume responsibility for the water and wastewater utilities. Citizens pledged to operate the utilities for community benefit and create operating efficiencies that would lower costs. Combining the City's water and wastewater systems with Citizens' natural gas, steam and chilled water utilities will help to reduce the future utility rate increases by 25 percent than currently projected. Citizens also committed to assume $1.5 billion in debt, and the utility transfer will provide the City approximately $400 million to fix streets, sidewalks and bridges and to take down abandoned homes. These infrastructure improvements are part of the City's RebuildIndy program.
