Councillor Stephen J. Clay is serving his first term on the Council, having been elected in November 2014 to represent District 11.  He is committed to focusing on issues such as neighborhood revitalization, economic development and public safety. He currently serves as a member of the Public Safety and Criminal Justice Committee and Municipal Corporations Committee.
Councillor Clay serves as immediate past president of the Indiana Chapter of National Action Network, an affiliate of one of the leading Civil Rights organizations in the country. He is formerly the president of the historic Baptist Ministers Alliance of Indianapolis and Vicinity. He is also a past member of the Indianapolis Neighborhood Housing Partnership (INHP) Board of Directors.
Councillor Clay currently serves as an appointed assistant chaplain to the Marion County Sheriff’s Department. He is also a board member of the Him by Her Foundation, and is a proud member of the Free and Accepted Masons Meridian Lodge Number 33 P.H.A.  He is a lifetime member of the NAACP, and has served the community as a former member of the Forest Manor Board of Directors.
Councillor Clay is a graduate of Bishop College of Dallas, Texas, where he received his Bachelor of Arts in Religion and Philosophy, with postgraduate studies at the Christian Theological Seminary in Indianapolis, Indiana. He was awarded an honorary Doctorate of Biblical Theology from Beulah Bible College.
He is the Senior Pastor of Messiah Missionary Baptist Church of Indianapolis, where he has served over the last 31 years. He holds advisory seats on a number of boards and commissions, and is a nationally sought-after speaker, having preached for state and national conventions and churches all across America. His historic message preached at the National Baptist Convention USA, Inc. was inducted into the Convention National Journal.
Councillor Clay is the proud father of Amethyst Renee Carter.
