Indianapolis – The Indianapolis-Marion County City-County Council reduced expenses in 2008, under spent their budget by approximately 20% and returned the funds to the General Fund.

The following steps were taken to accomplish the savings:

• Only eighteen Council meetings were scheduled instead of the authorized twenty-one meetings.
• Two vacant full-time staff positions were not filled by re-assigning office duties
• Equipment was purchased to perform previously outsourced work in-house
• Committee meetings were cancelled if there was a short agenda and the proposals could be delayed until the next meeting.
• The cost of contracted legal fees and Chief Financial Officer fees were reduced.
• In addition, the Chief Financial Officer performed work as an Interim Director for the Division of Waterworks, which was absorbed by the Council.  The cost was reimbursed by the Waterworks Board and reverted to the County General Fund.

The City Controller partially funded the Comprehensive Annual Financial Report (CAFR) wtih some of the funds.
