The Rules of the Council provide that the deadline for submission of requests to the General Counsel for drafting and introduction of proposals at the 2009 City-County Council meetings will be before noon on the following dates:

The Council Rules, Code Sections 151-61 through 151-66 and 151-74, apply to preparation and introduction of proposals.  Requests for fiscal ordinances must be first submitted to the Office of Finance and Management.  The introduction deadlines stated above assume that the Controller has approved fiscal ordinances before such deadlines.

Only Councillors may introduce proposals.  Unless a Councillor shall have personally requested the General Counsel or staff to prepare the proposal, any requests for introduction shall include the signature of the Councillor willing to sponsor the proposal.  As indicated by the second column of dates, when a proposal requires drafting by the General Counsel or Council staff, it must be received one week prior to the deadline for submission of proposals for introduction in order to allow time for drafting. 

Only the President of the Council is authorized to waive these deadlines.
