Advisory Board Meeting

June 5, 2008

 With a quorum present Judge Young called the meeting to order at 12:00pm.

 Approval of Board Minutes

Judge William Young asked for a motion to approve the Board minutes taken on the meeting held on May, 1, 2008.   

It was brought to the attention of Judge Young that on page three (3) of the Advisory Board minutes the sentence “This building is being used to assist Marion County in jail overcrowding” should be removed because the Marion County Jail at this time is not over crowded and the Center at 147 East Maryland is not a jail.

 Judge Young   asked for a motion to approve the board minutes with the sentence “This building is being used to assist Marion County in jail overcrowding” removed.

 The motion was moved and seconded and the Board minutes from the May, 1, 2008 meeting were approved.

 Approval of Riverside Male Residential Contract

Judge Young introduced Brian Barton to speak about contract.

 Brian said that Marion County Community Corrections has one hundred and fifteen (115) beds that are contracted with Riverside. The contract calls for a pay of seventeen dollars ($17.00) per day, per client and Community Corrections is able to pay that cost with money from Department of Correction. This contract has an annual cost of $713,575.00. Brian said Marion County Community Corrections has had a contract with Riverside for nine (9) years. Riverside provides a typical work release program. The men are expected to work and pay fifty (50%) of their net wages toward their cost of supervision and housing. Brian said that the contracts this year are for two (2) years.  

 Judge Young stated that he would like to see contracts done on a maximum one year term. Judge Young thinks that a one year term on contracts is more appropriate, even if there are out clauses in the contract.  Judge Young said that the contracts in front of the Board today were done on a two (2) year term. Judge Young would like to see all contracts today modified to a one year term.    

 Question and answers ensued.

 Advisory Board member David Wyser made a motion that contracts be modified to a maximum term of one year.          

 The motion was moved and seconded and all contracts will be written on a one year maximum term.

 Brian then brought to the Board’s attention that DOC cut funds to MCCC in the amount of $200,000. The money cut from Department of Correction was money that was going to be spent at Duvall Residential Center. Brian said that this decrease in funds would not affect the contracts in front of the Board today. Brian also said that the Marion County Controller has asked Community Corrections to cut the budget by $300,000.00 this year.

 Questions and answers ensued.

 With no further discussion Judge Young asked for a motion to approve the Riverside Male Residential Contract.

 The motion was moved and seconded and the Riverside Male Residential Contract was approved from July 1, 2008 to June 30, 2009.  

 Approval of Riverside Community Transition  Program Contract

Brian said that this program was approved by the Indiana Legislator and allows a male offender to be released early and be on a Community Corrections Program. The offenders leave prison from sixty (60) days to six (6) months early. The early release date is based upon their charge(s) and if the judge will allow them an early release date.  The capacity for this program is five (5) beds at a cost of twenty three dollars ($23.00) per client per day. the Community Transition Program has an annual fee of $41,975.00 per year.

 Judge Young asked for a motion to approve the Riverside Community Transition Contract.

 The motion was moved and seconded and the Riverside Community Transition Program Contract was approved from July 1, 2008 to June 30, 2009.

 Riverside Stabilization Bed Contract

Brian stated that this contract is used to help a person who should not stay in jail or prison due to their mental health issues and may need assistance in getting their medication. The mental health program was developed in 2002 and helps those that due to their mental illness can become a risk to themselves or others around them. Once a person becomes stabilized they can be moved to another program such as, home detention or daily reporting program. This program has a cost of forty dollars ($40.00) per day per client. The maximum dollars allotted for this program is $37,686.25 per year.

 The Board asked if page one (1) paragraph 2.01 of the Riverside Stabilization Bed Contract be amended to read “Contractor shall provide a residential stabilization community corrections program for a maximum of four (4) eligible male offenders”. 

 Judge Young asked for a motion to approve page one (1) paragraph 2.01 of the Riverside Stabilization Bed Contract to read “Contractor shall provide a residential stabilization community corrections program for a maximum of four (4) eligible male offenders”.

 The motion was moved and seconded and page one (1) paragraph 2.01 of the Riverside Stabilization Bed Contract will read “Contractor shall provide a residential stabilization community corrections program for a maximum of four (4) eligible male offenders”.

 Judge Young asked for a motion to approve the Riverside Stabilization Bed Contract.

 The motion was moved and seconded and the Riverside Stabilization Bed Contract was approved from July 1, 2008 to June 30, 2009.  

 Volunteers of America Female Residential Contract 

Brian said that the capacity of this program is twenty six (26) beds. The cost is twenty dollars and seventy six cents per day per person ($20.76).  The women are expected to work and engage in treatment programs for drug or alcohol issues when there are not working.  

 Questions and answers ensued.

 Judge Young asked for a motion to approve the Volunteers of America Female Residential Contract.

 The motion was moved and seconded and the Volunteers of America Female Residential Contract was approved from July 1, 2008 to June 30, 2009.  

 Volunteers of America Female Residential Community Transition Program

Brain stated that the women coming from prison into this program are release from prison early depending upon their charge(s) and if the judge approves them for an early release date. They may be released any where from sixty (60) days to six (6) months early. The women are expected to work and engage in treatment programs to help them remain drug and alcohol free.  The cost per day per client is twenty six dollars and eleven cents ($26.11) and six (6) beds are available to Community Corrections.  If the women do well in this program they can move on to another community corrections program such as home detention or day reporting.

 Question and answers ensued.

 Judge Young asked for a motion to approve the Volunteers of America Female Residential Community Transition Program.

 The motion was moved and seconded and the Volunteers of America Female Residential Community Transition Program was approved from July 1, 2008 to June 30, 2009.  

 Craine House Female Residential Contract

Brian stated that this program allows women to leave prison early and be with their children. The program allows for a maximum of six (6) eligible adult female offenders and their dependent children. The number of children will not exceed eleven (11) and no child shall be more than five (5) years old. The cost is $112, 673.76 per year. The women must find employment and find daycare for their children outside of Craine House.

 Questions and answers ensued.

 Judge Young asked for a motion to approve the Craine House Residential Contract.

 The motion was moved and seconded and the Craine House Residential Contract was approved from July 1, 2008 to June 30, 2009.  

 Approval of Craine House Day Reporting Contract 

Brian said that each year prior to the June meeting, coordinators audit all the programs. Brian said that after the audits were completed he realized there was a problem with the male day reporting program. Brian said that program is not up for renewal today. Brian said that due to this discovery and budget restraints on Community Corrections he decided to create a Special Interventions Unit to bring the male

and female day reporting programs in house.  Brian said that he spoke with Craine House officials and discussed some problems with the Day Reporting program. Brian said that he told Craine House officials that Community Corrections was going to bring the female and male day reporting in house. Brian also said that the contract with Craine House Day Reporting is a six month contract with an expiration date of December 31, 2008. After that date, the female day reporting program would be brought into Marion County Community Corrections through the Special Interventions Unit.

 Judge Young then introduced Jim McKinley for comments. Jim has been a volunteer board member for Craine House for the last five to six years. Mr. McKinley stated that Marion County Community Corrections and the City of Indianapolis need Craine House.

 Judge Young asked for a motion to approve the Craine House Day Reporting Contract.

 The motion was moved and seconded and the Craine House Day Reporting Contract was approved from July 1, 2008 to December 31, 2008.

 Proposal to Create Special Interventions Unit

Brian introduced Jennifer Deiter to speak about this proposal. Jennifer stated that this proposal is modeled after the Community Corrections Mental Health Component. The proposal is to move the male day reporting program in house and then move the females in house in six (6) months.  The goal is to hire a Community Service Manager who is familiar with evidence based practices and would supervisor twenty five (25) medium to high risk male offenders. This person hired must have an understanding of addictions.  All participants in this program will be fitted with a SCRAM bracelet and see a case manager or treatment provider three (3) times a week for the first sixty (60) days. If the offender is compliant in seeing their case manager and treatment provider and their drug screen are negative they will be seen twice a week. Offenders in this program will have guidance in supervision throughout the rehabilitative process and will have more contact and rapport with the community corrections agency. This program is treatment oriented.

 Judge Young asked for a motion to proceed with the proposal.

 The motion was moved and seconded and Marion County Community Corrections may move forward with the Proposal to Create Special Interventions Unit.

 Approval of Urban League Community Transition Day Reporting Contract 

 Brian said that this program has a capacity of any where from forty seven (47) to sixty (60) clients and the cost per client per day is nine dollars and twenty five cents ($9.25). This program helps with employment skills and addiction issues. Urban League can also issue bus passes to clients so they can get to appointments and look for employment.

 Judge Young asked for a motion to approve the Urban League Day Reporting Contract.

 The motion was moved and seconded and the Urban League Community Transition Program Day Reporting was approved from July 1, 2008 to June 30, 2008.

 Approval of Mental Health Association Contract

Brian said that the Mental Health of Greater Indianapolis is the provider of this program. This contract pays for a mental health liaison.  They help with treatment providers and assist in getting paper work completed. This program is a diversion from the state prison not the jail.

 Questions and answers ensued.

 Judge Young asked for a motion to approve the Mental Health Association Contract be approved.

 The motion was moved and seconded and the Mental Health Association Contract was approved.

Approval of Midwest Mental Health Contract

Brian said that Midwest provides mental health services to the offenders that are housed at 147 East Maryland.

 Judge Young asked for a motion to approve the Midwest Mental Health Contract.

 The motion was moved and seconded and the Midwest Mental Health Contact was approved from July 1, 2008 to June 30, 2008.

 Proposal to Lease Space at 129 East Market for Screening and Home Detention

Brian said that Marion County Community Corrections needs more space especially in the area of home detention. He said that when the case managers sit down with their clients they must ask personal questions. Brian said that at this time case managers are asking personal questions in front of other offenders. Brian said that a female may be giving her address and phone number with another offender sitting next to her convicted of rape. Brian also said medical questions are asked and clients must give their social security numbers.

 Brian said that new space would be located at 129 East Market. Brian said at this address MCCC would have four (4) floors of space. Brian also said that since this building housed a bank at one time there was still a workable drive thru window so clients could pull up and pay their fees and be done quickly. The third floor of this building would be professional offices for staff. Brian said that Crown Properties owns 129 East Market and that we are under a current lease with Crown Properties at 155 East Market.

 Brian introduced Tom Ferguson from Crown Property to talk about financial questions. Tom is the leasing agent for Crown Property.

 Brian asked that this proposal be tabled at this time and put on the agenda at a later date.

 Judge Young asked if there was any further business.

 With no further business Judge Young asked for a motion to adjourn.
