Bureau of Motor Vehicles Scandal

A total of 33 people, including four Bureau of Motor Vehicles (BMV) employees, have been charged in connection with attempts to fraudulently obtain Indiana drivers licenses or identification cards at BMV branches.  There are two notable cases:

Crystal Rodriguez, Daryl Bowski, Vernetta Brown and Marvin Fennell were BMV employees working at the Midtown Branch.

The four were charged with running a bribery and fraud ring in which they forged documents and provided answers on driving tests for illegal immigrants who wanted to obtain drivers licenses and identification cards. 

A judge sentenced Rodriguez to one year on work release and four years' probation for her guilty plea to a count of bribery.  She must also pay a $2,500 fine and do 400 hours of community work service.

Brown and Fennell each pled guilty to a count of bribery.  They received a one-year sentence, with six months to be spent on work release and six months on home detention.  They also will spend a year on probation.  Brown was assessed a $1,000 fine. 

A judge gave Bowsky a 1-year suspended sentence, placed him on a year's probation and fined him $1,000.  He pled guilty to official misconduct.

Tao Sun and Yao Zhang each pled guilty to one count of identity deception and received a 364-day suspended sentence with 364 days on probation.  Tao and Yao are citizens of the People's Republic of China living in the Chicago area.  They answered an ad in a Chinese language newspaper promising valid American documents for a price.  They sent passports and photos to Elizabeth Lang in Greenwood, Ind.  She allegedly prepared phony documents for them.  The trio was arrested at the Speedway License Branch when they allegedly tried to use the bogus paperwork to obtain valid id's.

State charges against Lang were dismissed when she was indicted by a federal grand jury.
