You would need to contact a private professional surveyor to do this.

The FEMA website can be used to create a "FIRMette" for the area in question.

A FIRMette is an official FEMA Flood Map which can be printed directly from the FEMA website by using the Map Service Center.

A flood elevation certificate was done when my home was built, where can I get a copy?

Code Enforcement is the only City Agency which may have Elevation Certificates on file if it was a requirement to obtain an improvement location permit.
