Public Defender Agency

Mission Statement

The Marion County Public Defender Agency will vigorously pursue equal justice by providing quality legal representation in an effective, efficient manner to indigent people of Marion County, Indiana, in all proceedings where the right to counsel has been established by law. The Agency will provide a professional work environment and maintain a culture of respect for clients, staff, and the judicial process.  The Agency will enhance public value to the Marion County community by working to reduce its client base through education and the creation of and participation in programming that seeks alternative means to incarceration, that secures necessary services for individual clients and proactively identifies methods and programs that benefit Agency clients.

Chief Public Defender Robert Hill
Mr. Hill has been a Public Defender for more than twenty-six years. He has represented indigent clients at every level, including Juvenile, Misdemeanor and Felony courts and twenty-six individuals threatened with or charged with the Death Penalty, and to date, not one has ended up on death row. 
 
Mr. Hill is a frequent presenter in the Indiana Public Defender Counsel’s training programs, and is involved in the planning and presentation of the Death Penalty Seminars. In addition to being trained at national defender seminars.
 
Currently, Mr. Hill is the Chief Public Defender for Marion County.  His past posts with the Marion County Agency include being the Chief Trial Deputy, supervising the Major Felony and Major Case units.  Mr. Hill has also been on the Marion County Public Defender Board till 2008.
 
Chief Counsel Ann Sutton
Ms. Sutton has spent her entire legal career in public defense.  In 1991, Ms. Sutton began her public service at the Public Defender of Indiana where she represented clients in post-conviction relief proceedings from hearing through appeal.  Two years after joining the staff, she began representing clients in capital post-conviction cases. 
 
Ms. Sutton joined the Marion County Public Defender Agency in January 1998 as a full-time appellate attorney-a newly created position within the Agency.  One year later, she was promoted to Appellate Administrator where she supervised both full time and part time appellate attorneys, in addition to a four person support staff.  In 2008, Ms. Sutton was promoted to Chief Counsel for the Agency, where she assists the Chief Public Defender in policy and personnel issues, among other duties.  She is the 2005 winner of IPDC’s Gideon Award.

Parking Information

There is parking conveniently located in the parking garage directly behind our building.

Reasonably priced parking garages can also be found at the intersection of market St. and N. New Jersey St. There is a surface lot just east of N. Alabama St., which Market Square Arena used to occupy.
