Indiana Department of Transportation Updates

US 31 To Be Repaired & Repaved
From Greenwood To Franklin

JOHNSON COUNTY, Ind.—The Indiana Department of Transportation will repair and repave six miles of U.S. Highway 31 in Johnson County between Westview Drive at Franklin and Stop 18 Road at Greenwood. Construction is tentatively scheduled to begin in mid-April.
Reith Riley, the state’s contractor for this $3,854,000 pavement preservation project, plans to make full-depth concrete patches and partial-depth asphalt repairs before milling and resurfacing the north-south roadway. Motorists will be impacted by lane closures and flagging operations.
The contract completion date is September 30.

Interstate 69 construction

Milestone Contractors plans to begin work to patch and resurface existing pavement as early as next week.  Weather permitting, overnight (9 p.m. to 6 a.m.) single-lane closures will begin on or after Tuesday, April 26 on northbound and southbound I-69 between Exit 205 and Exit 210.  Two lanes will remain open during peak daytime travel times.
The speed limit on I-69 through the work zone will be reduced to 60 mph and further reduced to 50 mph when workers are present.
After existing pavement is resurfaced, crews will begin work to rehabilitate existing interstate bridges.  Beginning in June, traffic lanes between Exit 205 and Exit 210 will be shifted away from the median to set temporary concrete barrier wall and begin construction of the added travel lane.

Bridge Projects Planned at East Side I-465 & I-70 Interchange

The Indiana Department of Transportation (INDOT) has awarded two construction contracts that will maintain and preserve ten bridges near the east side interchange of Interstates 465 and 70.
Construction will include repairing or replacing concrete bridge components and applying modified concrete overlays to the bridge decks.  A bridge deck overlay is a protective wearing surface bonded to the existing concrete deck pavement.  Bridge deck overlays preserve a structure's concrete and steel components and provide a renewed driving surface for motorists.
HIS Constructors was awarded a $1.9 million contract to rehabilitate nine bridges:
  • The eastbound I-70 to northbound I-465 ramp bridge over I-465
  • The eastbound I-70 to northbound I-465 ramp bridges over I-70
  • The southbound I-465 to eastbound I-70 ramp bridge over I-70
  • The I-465 bridges over the southbound I-465 ramp to eastbound I-70
  • The I-465 bridges over CSX railroad north of I-70
  • The I-465 bridges over 30th Street
Work is scheduled to begin on or after April 29 and will require weekend traffic restrictions on both I-70 and I-465.  Specific lane and ramp closures will be announced in advance and communicated to motorists via overhead and portable changeable message signs.
American Contracting & Service was awarded a $1.2 million contract for the westbound I-70 to southbound I-465 ramp bridge over I-70.
Work is anticipated to begin in June and will require overnight and weekend traffic restrictions on eastbound and westbound I-70 below.  One lane of traffic on the bridge will be shifted to complete work in three phases.

I-69 Major Moves 2020 construction mobilizing at Campus Parkway

Milestone Contractors plans to begin mobilizing cranes and other equipment and setting temporary concrete barrier wall along Interstate 69 at Campus Parkway Exit 210 starting Wednesday, May 11.
The work will require alternating lane closures on northbound and southbound I-69 between 9 p.m. and 6 a.m.  These lane closures may recur each night through the end of this week depending on weather and progress.
Campus Parkway traffic is scheduled to be shifted for construction at the interchange beginning after Independence Day (July 4).  The first phase of construction will prepare for shifting traffic into a double-crossover diamond configuration, which is intended to improve traffic flow during widening of the bridge deck and construction of the permanent improvements.

Interstate 69 from Exit 205 to Exit 210

Weather permitting, recurring overnight lane restrictions for asphalt pavement patching should be expected six nights each week, Monday through Saturday from 9 p.m. to 6 a.m., on northbound I-69 between 116th Street and Campus Parkway.  Once patching is complete on northbound I-69 between exits 205 and 210, crews will begin nightly lane closures for patching on southbound lanes.
Milestone plans to follow up patching operations and begin paving a new surface on the five-mile stretch before the end of this month.  This will also require overnight (9 p.m. to 6 a.m.) single-lane closures on northbound and southbound I-69.  One lane will remain open at all times, and two lanes will remain open during peak daytime travel times.
After existing pavement is resurfaced, crews will begin work to rehabilitate existing interstate bridges.  Beginning in June, traffic lanes between Exit 205 and Exit 210 will be shifted away from the median to set temporary concrete barrier wall and begin construction of an additional travel lane.

About the project

INDOT and the Indiana Finance Authority (IFA) have selected a $92 million proposal from Milestone Contractors and United Consulting to add a travel lane and rehabilitate 15 miles of I-69 in Hamilton and Madison counties as part of Indiana’s Major Moves 2020 program.  The project will:
  • Resurface 15 miles of existing interstate pavement;
  • Rehabilitate existing interstate bridges and drainage structures;
  • Add a third travel lane to the interstate median in each direction from State Road 37 (Exit 205) in Fishers to north of State Road 38 (Exit 214) in Pendleton;
  • Add a southbound lane to the right outside shoulder between the 116th Street entrance ramp and the future 106th Street exit ramp, which is currently under construction;
  • Reconfigure the Campus Parkway interchange (Exit 210) into a double crossover diamond design to improve traffic flow;
  • Widen the Campus Parkway bridge over I-69;
  • Rebuild and lower the State Road 13 (Exit 214) pavement under I-69;
  • Rehabilitate the Brooks School Road and Madison County Road 650W bridges over I-69

106th Street bridge demolition nearing completion;
Walsh starting construction of two new bridges

Walsh Construction Company plans to complete demolition of the 106th Street bridge over Interstate 69 on Monday night.  Work will require closing three right lanes of southbound I-69 and three left lanes of northbound I-69 between 10 p.m. and 6 a.m.
Crews will then begin construction of two new bridges over I-69 by driving steel piles to provide foundational support for the new bridges' abutments and center piers.  People in the area may hear recurring loud impact noises as the pile driving equipment pounds the long beams deep into the ground.
The speed limit near the construction zone at mile marker 204 is reduced to 55 mph and may be reduced further to 45 mph when workers are present.  Motorists are advised to pay attention to work zone warning signs and follow posted speed limits.  For more information about safe driving in highway construction zones, go to http://www.in.gov/indot/2356.htm.

About the project

INDOT awarded a $21.7 million contract to Walsh Construction Company to build a two-lane, oval-shaped roundabout on 106th Street over I-69 and ramps to and from both directions of the interstate.  Two separate two-lane bridges will each carry one direction of traffic. The bridge to carry westbound traffic on the north side of 106th Street is also designed to accommodate pedestrians.
The project is intended to reduce congestion at existing I-69 interchanges at 96th and 116th streets, increase traffic safety in the area and provide direct interstate access at 106th Street.  Direct access will serve existing residential and commercial destinations and accommodate development and population growth in the area.
Access on 106th Street over I-69 will remain closed during construction of the new interchange.  The new I-69 Exit 204 to 106th Street is scheduled to open before the end of this year.  For more information about the 106th Street interchange project, go to http://www.in.gov/indot/3399.htm.

Governor Pence Joins INDOT and State and Local Officials to Kick Off Construction on $92 Million in I-69 Improvements

Major Moves 2020 Project to Widen 15 Miles, Redesign Exit 210

Indianapolis – Governor Mike Pence today joined Senator Jim Merritt and local leaders from Fishers, Noblesville and Pendleton to officially kick off construction on a $92 million project to modernize Interstate 69 in Hamilton and Madison counties.
“Here in the Crossroads of America, we know that roads mean jobs,” said Governor Pence. “Along this section of I-69, we’ve seen tremendous economic development and it is vital that we modernize this portion of the highway to ensure continued economic growth. My administration has invested nearly $3 billion in roads and bridges across Indiana since I became governor, and I firmly believe that by continuing to invest in infrastructure, we can make Indiana the best place in America to start a business, grow a business and create jobs.”
The project, as part of the Governor’s Major Moves 2020 program, will widen 15 miles of Interstate 69 from State Road 37 in Fishers to State Road 38 in Pendleton. Also, the project will reconfigure I-69 Exit 210 at Campus/Southeastern Parkway into a double-crossover diamond.
Most highway maintenance activities and construction projects will halt work and pull back barriers and barricades to the safest extent possible for holiday weekend travel. Following Independence Day, Milestone Contractors will shift traffic to begin widening I-69 and build new ramps at Exit 210.
Governor’s Pence’s Major Moves 2020 program is widening and rehabilitating more than 40 miles of I-65 and I-69 in Indiana. This includes:
  • I-65 between from State Road 44 near Franklin to the Johnson/Marion county line,
  • I-65 from State Road 38 to State Road 26 near Lafayette in Tippecanoe County, and
  • I-65 between Sellersburg and Memphis in Clark County.
In December, I-65 south of U.S. 30 in Merrillville was added to the Major Moves 2020 program.
Four design-build teams are currently developing proposals to widen and modernize as much of I-65 as the $70 million project budget allows.

Walsh Construction setting bridge beams for next 2 weeks
At Interstate 69 and 106th Street interchange project

Walsh Construction plans to start setting beams next week for the new 106th Street bridges over Interstate 69.  The original schedule for beam erection was postponed due to weather forecasts.
The innovative roundabout design of the new interchange consists of two separate bridges, each carrying one direction of 106th Street over I-69.  Twenty-four beams, measuring 50 inches tall and totaling 175 feet long, will be set in pairs over northbound and southbound I-69 to complete the operation.
Beams will be set next week for the bridge sections over southbound I-69.  The beams over northbound I-69 are scheduled to be set the following week.  Work will not take place on Monday, Sept. 5 because of the Labor Day holiday.  This work is dependent on favorable weather, and construction schedules are subject to change.
Each night next week between 10 p.m. and 6 a.m., starting on Monday, Aug. 29:
  • Up to three right lanes of southbound I-69 will be closed,
  • One left lane of northbound I-69 will be closed,
  • Rolling slowdowns of about 20 minutes each on southbound I-69.
During rolling slowdowns, pilot vehicles will slow traffic approaching the construction zone to create gaps in traffic that will allow for safely lifting the large beams over the interstate.  Multiple rolling slowdowns lasting about 20 minutes at a time will be required each night to set all beams over the southbound roadway.
Backups and delays should expected.  Traffic will be allowed to clear between setting each beam.  Motorists should seek alternate routes to avoid congestion and delays.
Walsh Construction is currently scheduled to set beams over northbound I-69 starting Tuesday, Sept. 6.  An updated schedule for northbound lane closures and rolling slowdowns expected to take up to 40 minutes each will be provided in advance.
