An Enterprise Resource Planning (ERP) system is a commercially available software that will be used to perform City-County administrative business functions such as financial accounting, procurement, human resources, payroll, time and attendance, budget management, asset management and other tasks using a common data repository.
Since the 1970's, technology processes have substantially evolved, thus revealing areas of improvement in the ability of the City-County to manage its finances and human resources within the enterprise.
Currently, major administrative functions are decentralized throughout the enterprise and are managed by individual agencies or departments. These include functions such as timekeeping, payroll, wage control and revenue collection.
In many cases, this has prevented the City-County from having a single source of information for reporting and decision-making purposes.
Furthermore, the lack of integration, ease of use and functionality with the old mainframe system, has resulted in the development of over 1100 shadow systems, primarily consisting of spreadsheets and databases for financial analysis purposes.
